Charlene Flanery, CEcD
Executive Director
Charlene is a certified economic developer and master practitioner that has served as the Associate Director the Blackwell Industrial Authority and Economic Development Authority since 2017. She has served as their Executive Director since 2022.
She is an alumna of Northern Oklahoma College, University of Oklahoma, and Concordia University. Charlene and her husband reside in Kay County.

Brianna Turner
Admin Assistant
Brianna Turner joined the Blackwell Industrial Authority and Economic Development Authority in in 2023 as the Administrative Assistant. She oversees the day-to-day administrative tasks of the organizations and assists the Executive Director in Economic Development initiatives. Brianna was born and raised in Blackwell and is a graduate of Northern Oklahoma College. She and her husband Josh, have two children, Landry and Lainey. She enjoys watching her children play sports and camping with her family.

Board of Trustees
The Blackwell Industrial Authority meets every third Wednesday of each month at 8:00 a.m. at the Blackwell Industrial Authority & Economic Development Office located at 515 N 25th Street. The Blackwell Economic Development Authority meets immediately following the BIA meetings.
